FIMPE’s more than 10 years of experience in social programs will be its calling card for initiating conversations with the new government.
CDMX, January 2019. FIMPE, a trust created to extend the benefits of access to electronic payment infrastructure to society, announced that it has more than 10 years of experience developing biometric platforms for the delivery of social support. This will be its calling card for joining the new government’s efforts to promote transparency and combat poverty.
It was explained that FIMPE has been responsible for successfully implementing the PROSPERA program’s “support delivery platform and biometric infrastructure” for more than 10 years. FIMPE’s BIOSMART platform allows for the biometric fingerprint registration of beneficiaries to prevent identity theft.
Likewise, it was mentioned that the accumulated experience, best practices, and the adoption of international norms and standards will be very useful in making the delivery of social support transparent throughout the country and joining the new government’s efforts to combat corruption, prevent fraud, and improve the operation of the 6,489 existing social programs in Mexico, according to CONEVAL’s national inventory of social development programs and actions.
As part of this year’s actions, FIMPE hopes to consolidate the registry of beneficiaries’ unique identities, to provide social programs with:
- Transparency in the delivery of support, without political dictates. Knowing who receives resources and under what conditions and regulations.
- Regulation of beneficiaries of social programs to avoid duplication, theft, or identity theft (biometric registry of beneficiaries).
- And finally, having a secure and interoperable platform with other institutions.
FIMPE currently contributes its experience and technological solutions to deliver support to 4.8 million beneficiaries in virtually the entire country thanks to offline technology that ensures proper operation even in conditions of little or no connectivity in rural areas of the country, without neglecting biometric authentication (fingerprint) of the beneficiary as a means of ensuring the correct delivery of social support. Through this technology, FIMPE contributes to the delivery of support at 6,000 locations in virtually all municipalities in the country, including those lacking any type of banking infrastructure, enabling 23.4 million biometric transactions in 2018.
According to data from the INAI (National Institute of Statistics and Census), during 2017, just over 200 billion pesos in support were provided, of which FIMPE helped deliver 52 billion pesos through biometric authentication of beneficiaries, a quarter of the total reported by the INAI.
As part of the actions defined for the first quarter of 2019, FIMPE hopes to increase this number and to partner with more collaborative services with federal, state, and municipal entities to provide technology that allows for the integration of social policies that benefit the population and combat poverty.
